Fallah said: “As a result, the regulation of ordinary regulations for these types of documents (often issued in green) is lacking in legal and judicial validity and will not be acceptable in administrative and judicial authorities.”
He said: “It is noteworthy that in terms of ownership, there is no difference between the documents issued before or after the law enforcement, and both the categories of documents are valid and the same in terms of ownership.” The difference is merely in the transfer process, which for new documents, there is a need for formal systems.
