Untold narrative of Martyr Raisi's field management; From the revival of the industry to the inhibition of silence

According to the Mehr News Agency, the 13th government, headed by martyr Ayatollah Seyyed Ibrahim Raisi, took over the affairs of the country where the country was facing numerous crises in economic, social and international areas. Martyr Raisi, with a jihadist approach, attempted to overcome the country through difficult conditions by field management, continuous pursuit of issues, and effective presence on the executive scene. His special sensitivity to people's livelihoods, trying to complete semi -finished projects, revitalizing manufacturing and industrial units, and adopting clever measures in the field of oil sales were among the most important actions of their government. Alongside these efforts, Martyr Raisi presented a popular figure in the country's executive management by establishing extensive communication with the people and responding to their concerns. We have arranged a series of talks with members of the 13th government that will be published in the upcoming opportunities; The purpose of preserving and reminding the way of serving martyrs is especially the President of the Martyrs.

In this conversation, Mohsen Mansouri, the Executive Vice -President of the Thirteenth Government, outlines the management approaches of Martyr Raisi, the important achievements of his government and the challenges that are facing the government. It also points to the tangible differences in economic policymaking, the management of national projects and international communications during the martyr Raisi and the current situation and emphasize the need to preserve the achievements of that era. Read the third and final part of this conversation:

How did Martyr Raisi approach in economic management and people's livelihood crises, such as electricity and price control? And what is the difference between their period and the current situation?

One of the prominent features of Martyr Raisi was a special sensitivity to the numbers in the country. As soon as there was a report on inflation changes or rising commodity prices, it was not possible that the first deputy, the executive, or the relevant ministers would not respond at the government meeting. In many cases, they would pick up the phone, call, follow up, and give the necessary warnings.

He was particularly sensitive to the economic issues that were directly related to people's livelihoods; Including imports and exports, tariffs, flour prices, gasoline, fuel and even power outages. Just as today the country faces challenges in this area, there were issues in their period. But thanks to the continuous follow -up of Martyr Raisi and the efforts of related collections, important steps were taken. For example, more than 5,000 to 6,000 megawatts of electricity entered the government. Part of these power plants had begun in previous governments and ended in this government, but anyway, Natra Electricity in the Martyr Raisi government was by no means allowed to directly affect people's lives. For them, public livelihoods and the welfare of the people were a key indicator. As Prophet Amir (As) It is said that in decision -making, what is in the interest of the masses must have a priority. Accordingly, there was no absolute blackout in the winter, and in the summer, with careful planning, home shutdowns were minimized. The red line of the martyr Raisi was that the power outage would not disrupt people's lives, and had obliged the Ministry of Energy to adhere to this principle.

What did the Shahid Raisi government take to complete semi -finished projects and revitalize manufacturing and industrial units? Also, what measures were taken to increase oil sales and maintain the country's commercial infrastructure?

For the sale of oil, networking networks, including the establishment of trade, the development of maritime transport networks, and the formation of financial and trusted structures, were formed with great effort to overcome numerous obstacles. Maintaining these infrastructure is very important, because if the current government is lazy and cannot continue this path, we may return to the same circumstances.

One of the emphasis on the management of Martyr Raisi was the use of delayed capacities. He believed that activating these capacities and scoring them was often easier than starting new projects. One of the prominent effects of this approach was the special attention to the semi -completed projects. Our country really has several tens of thousands of semi -completed projects that if we complete them on the basis of priority, people will benefit from its benefits. Martyr Raisi launched the completion of the half -completed projects and always emphasized this on their provincial trips. If a project had a 2, 2 or even 5 % physical progress, they would have ordered it to be completed as soon as possible, as it was somehow revitalizing people's funds. Accordingly, they also adopted the policy of revitalizing economic units.

During his less than three years of management, about 6,000 industrial units that were stagnant or semi -active were restored. Agile and effective headquarters under the supervision of Dr. Makhbar, in collaboration with Dr. Madani's brothers and their team, governors, ministry Semit And other related institutions were formed. The complex was established in the provinces and provided practical solutions to activate them by examining the problems of production units. Many of these units were in trouble for various reasons, and instead of abandoning the capital of several tens or several hundred billion, the government tried to bring these units back to the production cycle. Because if a new factory or workshop was to be set up from the beginning, the process of obtaining a license, construction, financing and achieving operation was very time consuming. This policy was one of the completely correct and purposeful actions of the martyr Raisi government, which the supreme leader of the revolution also mentioned several times and considered the revival of these units as a prominent government actions. In addition, the issue of oil sales and recent concerns about Trump's return and its impact on Iranian oil sales. The Martyr Raisi government delivered the country in a situation where oil sales were reduced to several hundred thousand barrels a day. Many officials at the time believed that no more sales could be, but with the designs in the government, in the final months, any amount of oil produced, there was a market for it, and no restrictions on sales, but the main problem was increased production. Networking created during this period for oil sales, including the establishment of trade communications, the development of maritime networks, and the formation of financial and terrace structures, were formed with great effort and overwhelming barriers. Maintaining these infrastructure is very important, because if the current government is lazy and cannot continue this path, we may return to the same conditions as some officials would say, “If anyone can sell oil, we will be the oil minister.” It was difficult to build this architecture, but it is not difficult to eliminate it and be careful to maintain these achievements.

Did you have to design new structures for projects and communicate with people in the Shahid Raisi government because of the need for changes and improvement?

Many structures and decisions are such that if a manager is founded, natural governments will naturally continue it. For example, the Mehr Housing Project, which began during Mr. Ahmadinejad's time, is now continuing the project to be completed. The housing projects that Martyr Raisi began, both in the Ministry of Roads and Urban Development, have carried out regulation and facilitation in such a way that God willing will continue in the future. We couldn't get to them in collaboration with Mr. Raisi The fact is that many times Hajj was ahead of the government. They always acted on the pioneer and actually preceded others, like a locomotive that drives the government. For this reason, sometimes the ministers complained about why some things were not over. They said that you could not reach me, but God had given them the blessings of time and they would go and bring the government with them.

Naturally, many of our structures and systems had to be updated with the type of management and governance of Mr. Raisi. For example, in the previous government there was no such thing as provincial journey. In his government, a structure was designed to formulate approvals, travel and follow up. Also, the relationship between the people, which was one of the advantages and points of the personal distinction of Ayatollah Raisi, was significantly strengthened in this government. They had a widespread relationship with the people; Both their personal relationships and the systematic relationship between the government and the presidential body with agencies and departments. For example, in less than three years, the Shahid Raisi government had more than 5 million popular visits to the President and the Presidential Office. Martyr Raisi always asked us to do the right answer to the people. I once remember that as a client, they contacted the public communication system to check the work path and told me that the process had a defect. After the follow -up, the defect was resolved and he was re -contacted and assured of the problem. This accuracy and personal follow -up reflects the good management and compassion that was always sought to solve the problems of the people and pursue things to the end.

Martyr Raisi seems to be the first president to personally audit his ministers, attending ministries to pursue assigned duties and missions; How did this happen?

Martyr Raisi has never been a manager at the table. Of course, they were behind their desk and handling their staff. Many say he is traveling so much and going to the provinces, so when do they get to staff? The fact is that they had enough time and even more than needed, time for staff. His staff meetings were never closed, and many of the councils that had not been formed in previous governments were activated in their government, and important issues were discussed in these councils. At the same time, they were always present in the field. Sometimes in the field of diplomacy and international space, sometimes in the provinces and sometimes in the ministries and agencies. His presence in his machines led to a vibrant and vibrant.

Prior to his arrival in the devices, Martyr Raisi commissioned three teams to examine the important issues of these devices, identify their strengths and weaknesses, and make the necessary decisions. Many times, in specialized meetings, he raised issues that even the relevant minister, who was a specialist in the field, confessed that this or decision was fresh, pure and very correct. Such decisions were due to their dominance over executive issues and careful consideration. His experience was also a major advantage for the country. Prior to the presidency, Martyr Raisi was present in various senior officials such as the head of the judiciary, the Astan Quds Tulip and the Attorney General of the country, and therefore had many experiences in managing the country. He not only adjusted the issues in the devices, but also carried out field supervision and solved many of the problems of the devices. For example, some ministers who had limited access to the president in the previous governments could have longer meetings with them in the martyr Raisi government and have their problems. Mr. Raisi in his government really with About Sadr and consensus worked with all groups and parties and used individuals with different political selves. In fact, they believed that the administration of the country should be carried out with the presence of all political currents and interests and that this view was well in practice. Many of the people used in the government may have not initially disagreed with their political selves, but they paid attention to the merit and in practice proved this.
