He added: One of the most important benefits of this action is moving towards demand-oriented and speeding up the response to skill and training needs of the business environment, comprehensive needs assessment, provision of material and infrastructure facilities for workforce training, cost savings, especially for low-income groups.

Referring to the effective role of skill training in job stability and the future of the labor market, the head of the Technical and Vocational Education Organization stated: based on national and global data, one of the most important factors in the field of employment is the skill level of people and the unemployment rate among people who have Skills that match the needs of the labor market are much less, and this confirms the importance and necessity of “skill training”.

He stated that the technological revolution and extensive changes in the economy, the job skills of the labor force should be changed and transformed according to the conditions of the labor market. According to the conducted surveys, it is predicted, he added: 44% of the key skills of the workforce will change in the next 5 years, and according to the report of the World Economic Forum (2023), about 60% of the workforce will need training by 2027; But currently only half of them have access to this opportunity.

Mohammadi stated: In this field, skill training organizations and entrepreneurs in the public and private sectors can play a serious role. At the national level, this requires the existence of an “employment cycle” that can identify the needs of the market on the one hand and, on the other hand, train the workforce accordingly.

Referring to the importance of the paradigm shift in the field of cooperation between the organization and the industry, the Deputy Minister of Labor said: One of the components of this paradigm shift is the strengthening of public-private partnerships. It is necessary to move towards a confident future in the skill-learning environment, seeking broad participation to interact with all stakeholders and entrepreneurs in particular.

The head of the Technical and Vocational Education Organization added: The comprehensive employment information platform is actually a platform between employers' demand for labor and, on the other hand, providers of technical, vocational and skill training. The platform is a space for the formation of the “employment cycle” in the country, on the one hand, it is possible to identify the needs of the market and, on the other hand, train the workforce accordingly.

He called the cooperation between the Organization and the Chamber of Iran and the provincial chambers as the missing link in the formation of the employment cycle in the country and emphasized the necessity of forming a “skills consortium” and added: the cooperation of the Organization of Technical and Vocational Education and the Chamber of Iran and chambers across the country can solve the desired communication gap. and provide the necessary coordination between entrepreneurs and those in need of the labor market.

He continued: Considering the uneven development prevailing in different regions of Iran, the technical and professional organization, in the process of identifying the workforce for training, needs special attention to the less privileged regions, because some regions have less industrial density, but the labor force is very large. And there is a talent that requires different skill trainings and appropriate to the context of that region.

He stated: This requires the skill training of the country to be able to identify the needs of each region and its facilities. In addition, the issue of providing educational expenses should also be proportional to the income levels of people so that the less privileged groups can also benefit from the services of technical and professional organizations. Another issue is the educational content, which must be completely standardized and tailored to the needs of the labor market in order to improve the productivity of the workforce.

The Secretary General of Iran Chamber added: Regarding the role and position of the organization in the process of joint cooperation with chambers and private sector companies, it is necessary to determine a mechanism that will ultimately lead to the desired result. Because some organizations only carry the title of education, but in practice, they do not have an acceptable track record in this field, and it has become a place to secure people's personal interests.
